PUBLIC HEARING NOTICE
On Wednesday, June 17, 2009, the Borough Council of the Borough of Darby will conduct a
public hearing, beginning at 6:30 PM in Darby Borough Hall 821 Summit Street, Darby, PA
19023. The purpose of the Public Hearing is to allow for public input concerning the request of
516 Main Inc. for approval of an Inter-Municipal Transfer of a Retail Dispenser License (BEER
ONLY)into the Borough of Darby at 516-518 Main Street
The Application on file at Darby Borough Hall states inter alia that: 516 Main Inc. has a
registered office at 7002 Hazel Avenue Upper Darby, PA; the principals of 516 Main Inc are
Manjit Singh of Upper Darby, PA and Rajwant Kaur Bajwah of Newark, DE and that the
Applicant intends to renovate construct and operate a restaurant at 516-518 Main Street in
Darby, selling beer only pursuant to the terms of a Retail Dispenser License as well as hot and
cold sandwiches.

UPDATE: Darby Council Committee Meeting 9-7-11
Only 5 members of Council attended the monthly Committee meeting - Janice Davis,
Herb Blackson, Darlene Hill, Patrick McKenna and Donald Deigh. All others were absent.
Highway Committee: Currently, the Darby Borough Highway Department is
operating on only 4 employees ( 2 of which are drivers). Our Highway Department used to
have 8 employees. 4 have retired and not been replaced. This causes a strain on the
current employees AND causes many of our properties to be unkempt as well as lack of
maintenance for our sewers, streets and general area. According to Councilman
McKenna, the borough has no intention of replacing these employees!
Councilman McKenna was asked several questions about the clean up of Hurricane Irene
and future prevention plans - Several residents complained that there are trees down, a
tractor trailer, and other debris that are clogging the creek. Borough Manager Mark
Possenti said he would look into have them removed.
Ordinance Committee: Joe Nerelli, the Code Enforcement Officer for Darby
Borough has resigned his position. Part Time assistant Tom Gaffney has assumed this
role. The position was filled without advertising or public notice. Borough Manager Mark
Possenti stated that Mr. Gaffney and Mr. Palumbo, current Code Enforcement employees
are both working full time now and being subcontracted out to Darby Borough through
Mark's brother Joe Possenti's firm.
Recreation Committee: Absent - No Report
Police Committee: Herb Blackson reported that 12 Darby Borough Part time
officers (he thinks they were all Darby officers, not sure because he was on vacation)
took the Full Time Written and Oral Test for Full Time Police Officer positions.
Councilman Blackson was not sure how many of the 12 vacant positions would be
filled.
Finance Committee: Councilman Donald Deigh said the Finance Committee
would be looking into start having Budget meetings. He had nothing else to report.
Mr. Deigh was questioned about providing a list of bills so the public can view what
the Borough is going to vote on every month. Borough Manager Mark Possenti said
any resident can come up to the Borough Hall on the day of the Council meeting and
get the list of bills to be paid. When questioned why this list isn't provided at the
meeting, Mr. Deigh did not have an answer. Another resident asked if the list of bills
could be posted on the website as many people work and cannot get to the borough
