- In 1998-1999 I discovered blatant fraud in Darby - where Chief Smythe and others
were receiving checks for thousands of dollars that were not authorized by Council.
Today, in 2011, the fraud continues and Chief Robert Smythe receives additional
monies that are not authorized or voted upon by Council. Here is the discovery I
made in 1998-1999
