From 1998 to 2006, I was honored to hold the position of Mayor of Darby Borough.  
Throughout those 8 years, there were good times and there were some pretty rough
times.  A main goal was to keep the line of communication open and have the Mayor's
Office completely accessible to the residents.  

Hopefully, on November 3rd, 2009 you will return me to this position as your Mayor so I can
once again, work on the problems that we face in Darby while keeping your borough
government open, accessible and transparent.

Through the Years....
The Safety Alert Listed below was ironically
posted back in May.  Since that time, we have
lost two young lives.  Ollie Cloyd in July and
Isaiah McClendon in September.  The violence
MUST stop and the police patrols MUST
increase.  We MUST hire FULL TIME POLICE
officers to fully staff our department.  It's not
safe for us and it's not safe for the officers.



From May 2009....

SAFETY ALERT - ONE BULLET IS ONE BULLET
TOO MANY!

POLICE INCIDENTS THAT SHOULD HAVE
BEEN MADE PUBLIC BY THE MAYOR AND
THE CHIEF BUT WERE NOT....

MONTHS LATER, THE CHIEF AND THE MAYOR,
FINALLY ADMIT TO THE FOLLOWING CRIME
INCIDENTS....ONLY AFTER I RELEASED THE
INFORMATION....

On Tuesday, May 13, 2009, around 9:30 - 10:00
PM, many shots were fired in the unit block of
North 3rd Street.  Neighbors have said police
recovered over 90 bullet casings from a
semi-automatic weapon. Chief Smythe
downplays this shooting and claims
ONLY 26
bullets
were recovered.   It was also reported
that a male was shot in the foot as he loaded his
weapon and two of the gunmen were from the
Philadelphia area.

90 BULLETS OR 26 BULLETS....ONE BULLET IS
TOO MANY!

A few months ago, back in January, in the same
area, bullets again were sprayed on North 3rd
Street.  This time, several were lodged in the
wall of Frank's Steak Shop at 3rd and Main.  The
hole were the police retrieved the bullet is still
visible on the wall.  Again, Chief Smythe
downplays this incident and says bullets were
not "sprayed" on 3rd Street

And, several months prior to this, last year,
sometime around October, according to
neighbors, a male was beaten, robbed and shot
in an alleyway in the same area.  He was found
lying on the sidewalk at the gas station at 4th &
Main Streets where he later died.  Chief Smythe
has downplayed this and said the "man did not
die because there is a warrant out for
him"....Ironic that those who live here in this town
and saw it, state the man died....and Smythe,
who does not live here...said it was just an
"assault"....

Also ironic that he is classifying it as just an
"assault"...and not an attempted homicide if in
fact the man did not die....

However, regardless of this, it never should have
happened...and when it did, it should have been
released publicly....instead of hidden

ENOUGH IS ENOUGH

It is absolutely UNACCEPTABLE that in this day
and age of modern technology, that residents
are not warned of the high crime incidents in
our neighborhoods.  I am quite sure there are
MANY more incidents that have taken place in
the last few months that have not been
reported.

It is irresponsible for elected and appointed
officials to keep this information from residents.  
Withholding important information like this puts
residents in harms way as we cannot take
preventative safety measures for ourselves and
our families.

No too long ago, in the Lansdowne Park area of
Darby, approximately 6 women were robbed at
gunpoint or strong-armed as they were getting in
their cars in the morning hours.  Again, this
information was NOT released to the public .  All
other towns across our Nation, release crime
statistics so the residents are aware.  Not so in
the Land of Darby.  Recently, after I publicized
this information in literature, Chief Smythe at the
Darby Council meeting, downplayed this incident
and said it only happened to "2" women....again,
if that is true, than its 2 women too many!

In 1997, when I first ran for Mayor, over 10
women were brutally raped and again, it was
never reported. When I became Mayor, I made a
vow that the restriction of information to
residents would never happen again.  From that
point on, I made a point of releasing all crimes (
as the law recommends and allows).  When I left
office in 2006, that "cloud of secrecy" again
evolved and residents safety is jeopardized by
not being aware of the crime happening in our
neighborhoods.

As in 3rd world countries, our information is
restricted and limited.  This must cease
immediately as we are at risk when we are not
made aware.

Therefore, if the current Mayor cannot fulfill
her statutorily sworn duties, and notify us
when crimes occur, then I am calling on her to
resign her position immediately.

It is high time that the Mayor of Darby starts to
adhere to Section 1121 of the Pennsylvania
State Borough Code.  This tells her what she is
mandated to do by Commonwealth statutes.  It's
her job -  Directing the Chief of Police and the
entire police department in the time, manner and
operation of the police department.

By not complying with the State Borough Code
and carrying out her duties, she is allowing an
appointed official, who does not live here in
Darby, to dictate to her, how things will run in
this town!  She is allowing us to be victimized
consistently. Enough is enough!

I am also calling on Chief Smythe to retire
immediately. We cannot take anymore of the
covering up that puts our families in danger.
Perhaps if he lived here in Darby, maybe he
would then be more "visible"?  But he doesn't.  
The bond is gone.  

The Chief has not worked on a daily or even a
consistent basis since 2006 since he is not held
accountable by his boss, the Mayor.  When one
is separated, they loose commitment.  Because
of this, our safety is jeopardized.  

We do NOT have enough police officers on our
police force.  We have had a mass exodus of
officers in the last 4 years who went to other
departments, resigned, retired or went out on
disability.  When our department is inadequately
staffed, we cannot guarantee protection to our
residents as they need or deserve.

Withholding information coupled with severe
under-staffing increases our risk of being
victimized by crime.

ENOUGH is ENOUGH.

Either fix it NOW, or STEP DOWN...

This Election is MUCH different than other Elections.  I am a DEMOCRAT -
(always have been a Democrat for 30 years) however, my name is listed on the
REPUBLICAN side of the Voting Machine in the B Column.  This is because
people who live in Darby that are registered Republican, wrote my name in at the
May Primary Election.  This enabled me to run in THIS Election, as a DEMOCRAT
BUT on the REPUBLICAN ballot.  

Election Day is Tuesday November 3, 2009

HOW TO VOTE FOR PAULA BROWN

This election, is different than other General Elections.  Although I am a
DEMOCRAT, have always been a DEMOCRAT for 30 years, I am listed on this
ballot under the REPUBLICAN party.  This happened because many residents
who are registered REPUBLICAN, wanted me back as Mayor so they wrote my
name in as a candidate for Mayor.  Therefore, I am able to run in this election, as
a DEMOCRAT but on the REPUBLICAN BALLOT.  

Please go to the B Column and look for my name and # B20.  Please push the “X”
next to the #B20 next to my name until the light turns red.  When the light stays lit,
you can then push the green VOTE button ONLY after you are finished voting and
all your lights are red for the candidates you want.  Do NOT push this button until
you are sure your candidate’s button is red.

HOW to use the new Electronic Voting Machines


This is VERY IMPORTANT because many votes were LOST in the Election in
May, that’s why I am not on the Democrat Ballot and have to run on the
REPUBLICAN ballot.  

These new electronic machines are confusing and voters think they are voting
when in fact they are not if the red lights are not lit next to the candidates name.

So please, contact me if you have any questions or concerns and I will gladly try
to help clear up any confusion or point you in the right direction to locate help.



It is EXTREMELY important to VOTE. EVERY VOTE counts...

Hopefully, voters in Darby will familiarize themselves with the voting machines and
regulations before November. This is our last chance to make a difference in this
town and put it back on the right track.

We have to decide, do we want to continue having the drug dealer as our major
employer? Having a police force that is severely understaffed, continue to have crime
rise, while houses fall, streets and sewers cave in, taxes rise and services decline?

If we want to STOP this, we MUST vote. WE have until November 3rd to make a
difference, to effect a change that will improve our quality of life....let's not waste
that chance....

Candidates running for Council that will CHANGE our Borough for the Better are
listed below:

1st Ward

    Council 1st Ward  -  Joseph Healy Jr.     B-23    
   Joe is 32 years old and was born and raised in Darby, He presently resides on
Crestview Road.  He has been extremely active in the community.  Joe is
committed to seeing that our borough youth have programs to occupy
themselves as he did growing up in Darby.   Joe is presently self employed as a
painter.
                                                   
        Council 1st Ward  -  Louis Ricciuti Jr.  B-24                                              

Louis Ricciuti moved here to Darby 61 years ago. He graduated from Villanova
University with a degree in Engineering.  Upon his graduation, he was a test and
evaluation engineer for over sixty years in Missiles and Spacecraft for GE.  He has
also taught at the Williamson School.  Currently, he is retired and volunteers for
COSA delivering Meals On Wheels to the homebound.  Mr. Ricciuti is a World War
2 Veteran of the United States Navy. He is committed to holding our officials
accountable and works tirelessly on proposals to help collect delinquent taxes
from absentee landlords, ensuring that we are getting as much as we can to
alleviate the tax burden from homeowners.  He was recently recognized by the
William Penn School Board for his efforts.

Constable – 1st Ward – Letitia Ockimey  B-25

Letitia “Tish” Ockimey has been the Constable for the 1st Ward for the last 6
years. She is seeking a second 6 year term.  Tish is a Correction Officer for
Delaware County Community Service.  She is also a life long resident of Darby and
has two children.  

Third Ward

 School Director – Region 4 - Robert J. Tyler  - B-15
Bob Tyler has been on our William Penn School Board for many years.  He is the
most active and visible school board member in our schools.  Bob is always seen
at the schools, participating in all the activities.  Bob cares very much about
providing our children with a safe learning environment that will enable them to
receive the best education possible. He is the owner/operator of Tyler Realty in
Darby and is a graduate of the Wharton School of Business, University of
Pennsylvania.  

          Council 3rd Ward   Madeline Pelczar      B-23    
   Madeline Pelczar is the 49 year old mother of Christopher, Cindy, Jennifer and
Timothy. She moved to Darby Jan 1, 1997. She has been an active member of the
community and is currently serving her second term as Republican committee
woman of Darby.  Madeline is truly a people person committed to the family unit
and the betterment of raising the community’s awareness of how families can
make the borough of Darby a wonderful place to live. Madeline is a proud
homeowner in the borough that she loves. So much so, that for the youth of the
community she and her family always makes sure Halloween and Christmas are
a festive wonderland by the decorations used to bring smiles and joy to children’
s faces. In her quest for a council seat, she hopes to encourage the community
to band together to make the Borough a secure, family oriented place for all
families to raise safe, healthy, happy children. Madeline has always, and will
continue to serve the borough whenever she is called upon.
                                                   
          Council 3rd Ward Cindy Cavage McCann   B-24                                              
Cindy Cavage McCann age 25 moved to Darby Jan 1, 1997. She attended Darby
Schools, and has been an active member of the community. Reflecting on her
own youth, Cindy sees a desperate need for the youth of Darby. Cindy’s mission,
as a resident has been to find and provide positive activities and outlets for the
youth of Darby. In seeking a council seat, Cindy hopes to reach out to all
residents that would like to see our youths time being used in a more enriching
community way. Cindy is the wife of Joe McCann, and mother of 5-year-old
Michael and 15-month-old Evelyn. Cindy adopts the Old African philosophy that it
takes a village to raise a child, but feels a community outreach program is also
needed to make the children productive.

      HERE’S WHY WE’RE ASKING YOU TO VOTE FOR OUR CANDIDATES…

        Taxes have risen 25% this year!
        Services have declined.
        Homeowners are losing their homes.
        Investors are scooping them up at alarming rates and turning them into
multiple rental units.
        Crime is rising.
        Our youth have no direction or prevention programs to guide them.
        Should we go on???

HERE’S WHY WE’ RE RUNNING FOR OFFICE…

We, the above Darby Republican Party candidates, are a group of homeowners
in Darby Borough. We have seen the changes that have occurred in our town and
they have not been for the better.     

Our frustration with the incumbents has driven most of us to seriously consider
selling our homes and moving out!  Giving up without a fight is not the modus
operandis of this group.

After soul searching the answer to the question “are you a part of the solution, or
are you a part of the problem?” Without being ready, willing and able to roll up our
sleeves, readying to do work then we’d dare say, we are part of the problem!”   

Problems can be solved! The gathering of like minded individuals can make a
difference after all; America was founded upon these very ideals! We have very
strong feelings about our town and decided to do some work to secure its’ future.

We revere the community we live in, with our children, our families and want a
safe playful environment for them. We want our fellow residents to feel safe
while at home, and to experience a better quality of life. Moreover, we want the
community’s work to benefit the lives of our most vulnerable in society, the youth
and the seniors.


We, are highly motivated and committed to make a difference in our town but we

Darby Police cars are taken outside of
Darby to a repair shop in Darby Township.

At a recent Darby Council meeting, a
resident who is also a business owner in
Darby questioned council as to why they do
not allow Darby repair shops to fix police
cars...

Solicitor Ray Santarelli put his head in his
hands and reluctantly answered that this is
the way they have always done it...

WRONG!  Not true!


Ray Santarelli should not have answered
this question, the answer should have
come from the Mayor and Council...


There are several car repair shops in Darby
Borough, that are quite capable of fixing our
police cars.  These business owners, have
a vested interest in our town as they are
business, property and some are
homeowners here.  These businesses are
not given the opportunity to bid for work
from the Police Department.  Awarding
police car repairs to businesses inside our
town helps our businesses survive,
especially in an economic downfall.  
However, because our Chief and his
supervisor the Mayor, have ties to Darby
Township, this  work is shipped out of the
Borough.
